In general, there is no '80% graphics, 20% effort' modding for Oblivion. They can't be installed with a mod manager but installation is pretty easy, it's not much different than Skyrim ENBs. You could also get a popular ENB if you want, like Cyrodiil ENB, Monkey ENB, Cinematic ENB, or NAO ENB.

IMO some of the 'Grass, Trees, and Landscape' mods like Farcry Grass Expanded and Arboretum are must-haves for me as well. If you want realistic lighting and weather, check out All Natural, if you just want better weather, NAO is another option. I would get all of the big mesh and texture packs like Mesh Improvement Project, Weapon Improvement Project, and OUT textures.
